Some ministries cannot continue if no souls are won
Acts 11:19-23 Now they which were scattered abroad upon the persecution that arose about Stephen travelled as far as Phenice, and Cyprus, and Antioch, preaching the word to none but unto the Jews only. And some of them were men of Cyprus and Cyrene, which, when they were come to Antioch, spake unto the Grecians, preaching the Lord Jesus. And the hand of the Lord was with them: and a great number believed, and turned unto the Lord. Then tidings of these things came unto the ears of the church which was in Jerusalem: and they sent forth Barnabas, that he should go as far as Antioch. Who, when he came, and had seen the grace of God, was glad, and exhorted them all, that with purpose of heart they would cleave unto the Lord.
In the theme scripture, we see Barnabas being sent to Antioch to encourage the brethren there because of the report the apostles in Jerusalem heard about their ministry of soul winning where a number of people were added to the church. If nothing much was happening, I don't think he would have been sent to come and minister to them. I have heard many who are into the traveling ministry to strengthen the body of Christ. Their ministry is important but it is possible because someone out there is ensuring sheep are gathered every Sunday or in midweek fellowships during family time for instance.
The place of soul winning is therefore essential for the propagation of many other ministries. Soul winners are always at the front lines, bringing in souls while others ensure that those souls are nurtured to stay in church.
Who will the pastor preach to or care for? Who will the worshippers minister to, who will the ushers serve? etc. They won't minister to empty seats. All these ministries depend largely on the souls won and brought to church.
Are you a shepherd, a leader of a department or a church leader, for you or others to continue ministering, you need souls. Be therefore an urdent soul winner because other people depend on the souls won over to the Lord for their ministries to happen. The more the people, the more the anointing flows, excitement, and encouragement to the ministers to minister better.
